Den norske Forfatterforening har søkt og fått midler (kr 100.000 kroner) fra Norsk kulturråd for å hjelpe minoritetsspråklige forfattere som bor i Norge. Midlene skal bidra til at nye manus som blir skrevet på et annet språk enn norsk, samisk eller et av de større verdensspråkene, kan bearbeides til et nivå som forlagene godtar for å kunne vurdere teksten med tanke på eventuelt fremtidig utgivelse. Midlene bør brukes til å få tekst- og språkhjelp av andre, slik at resultatet av manusbearbeidingen blir minimum 30-40 A4-sider med tekst på norsk.

Hvem kan søke: Forfatter som har fast bopel i Norge, som ikke har norsk eller et av de større fremmedspråkene som morsmål eller arbeidsspråk, og som tidligere har fått utgitt et eller flere skjønnlitterære verk (bøker) på et annet språk enn norsk, samisk eller på et av de større fremmedspråkene.
Hva kan det søkes midler til: Det kan søkes om støtte til språkbearbeidelse av manus (dels oversettelse, dels bearbeidelse av oversettelsen i samarbeid med forfatter). Det vil ikke bli tildelt støtte til manus til tekst som allerede er publisert eller offentliggjort. Det vil heller ikke bli tildelt støtte til ren oversettelse av et ferdig manus. Midlene skal gå til å honorere en eller flere personer som kan fungere dels som oversetter, dels som språklig veileder (i norsk) og samtalepartner for forfatteren. Den samlede summen på kr 100.000 vil ventelig ble delt i flere stipend (2 eller 3), det vil avhenge av søknadene. Det vil neppe bli tildelt enkeltstipend på mer enn kr 60.000.
Hvordan søke: Send en skriftlig søknad på norsk eller engelsk til styret i Den norske Forfatterforening. Søknaden må inneholde en kort presentasjon av deg selv, en liste over dine tidligere utgivelser med når utgivelsene kom og i hvilken sjanger de var, samt forlag eller utgiver. Videre bør du nevne hva slags manus du vil bearbeide, hvem du har spurt om manusbistand fra, og hva slags kompetanse den eller disse personene har innen språk og litteratur. Tildelte midler vil bli utbetalt etter faktura direkte til den/de som har utført manusarbeidet. Dersom det er flere personer som skal honoreres, bør søknaden inneholde en tenkt fordeling mellom dem. Om ikke annet oppgis, vil tildelte midler fordeles likt mellom personene.
Søknadene vil bli sett på ut fra en helhetsvurdering, der bl.a. forfatterens nåværende skrivesituasjon, tidligere utgivelser og manushjelperen(e)s kompetanse vil spille inn. Søknaden vil bli behandlet av styret i Den norske Forfatterforening.
Rapportering: Den som får tildelt midler, må skriftlig rapportere hvordan midlene er brukt, og hva slags respons en har fått fra forlag som har hatt det bearbeidede manuset til lesing. Rapporten må sendes oss når forlaget har uttalt seg, og senest innen 1. november 2012. Vi tar sikte på å ha et møte med de som har mottatt midler, for å samle erfaring med ordningen med tanke på mulig ny søknad til Kulturrådet.
Viktig: Tildeling av midler innebærer ingen garanti for at de bearbeidede manussidene vil bli vurdert, antatt eller utgitt. Vi understreker at Forfatterforeningen selv verken gir ut bøker eller gir økonomisk støtte til bokutgivelser.

GRANTS FOR THE PRODUCTION OF MANUSCRIPTS BY MINORITY LANGUAGE WRITERS
The Norwegian Authors’ Union has applied for and been granted funding in the amount of NOK 100 000 from the Arts Council Norway to help minority language writers who live in Norway.
The funding is intended to help encourage the production of new manuscripts written in languages other than Norwegian, Sami or a major world language. The manuscripts must lend themselves to being adapted to a level that would be acceptable to publishing houses so that they would consider the texts for possible future publication. The funding ought to be spent by the writer on textual and linguistic assistance so that the resultant manuscript adaptation consists of a minimum of 30 to 40 A4-pages of text in Norwegian.
Who can apply? Authors whose regular domicile is in Norway, who do not have Norwegian or a major foreign language as their first language or working language, and who have previously published one or more works of fiction (books) in a language other than Norwegian, Sami or a major foreign language.
What is support available for? Support is available for linguistic revision of manuscripts (partly translation, partly revision of translations in collaboration with the author). Funding will not be allocated for manuscripts of texts that have already been published or made public. Nor will support be granted purely for the translation of a finished manuscript. The funding shall be spent to remunerate one or more individuals who can serve partly as translators, partly as linguistic supervisors (in Norwegian) and who act as sounding boards for the author. The total amount of NOK 100 000 will probably be divided into several grants (2 or 3), depending on the applications. The single grant will be for no more than NOK 60 000.
How to apply: Submit a written application in Norwegian or English to the Board of the Norwegian Authors’ Union. The application must contain a brief introduction of yourself, a list of your earlier publications with the approximate date of publication and an indication of genre, as well as the name of the publishing house or publisher. Further, please specify what kind of manuscript you will be adapting, who you have asked for manuscript assistance from, and what kind of expertise this person or these people have in language and literature. Based on invoices, the funding will be paid directly to the/those who has/have worked on the manuscript. Where several individuals are to be paid, the application should outline a possible distribution between them. If not specified otherwise, the awarded funding will be distributed equally between the people involved.
The applications will be reviewed on the basis of an overall assessment, including the author’s current writing situation, earlier publications and, the manuscript consultants’ expertise will play a part. The application will be considered by the Board of the Norwegian Authors’ Union.
Reporting: The recipient of the funding is required to file a written report on how the funding is spent and on what kind of response they get from publishing houses that have read the revised manuscript. The report is to be submitted to the Board when the publisher has taken a decision, and by 1 November 2012 at the latest. We intend to have a meeting with those who receive funding, to exchange lessons learned in respect of the scheme with a view to possible new applications to the Arts Council Norway.
Important: Being allocated funding implies no guarantee that the revised manuscript will be considered, accepted or published. We emphasise that the Norwegian Authors’ Union neither publishes books nor provides financial support for book publication.
